Principle Finance Officer

KEY TASKS 1. Deputise for senior staff as and when required at departmental, corporate and inter-agency meetings. 2. Initiate and promote the effectiveness of services, systems and processes, thereby recommending improvements to performance and best value for stakeholders and customers. 3. Establish, develop and maintain effective working relationships with internal and external customers, stakeholders and partners. 4. Represent the service at internal and external meetings, working groups and project teams as required and brief senior staff on decisions taken or matters requiring resolution. 5. Co-ordinate and manage the process of assurance for capital projects through the Capital Board and level review process, in consultation with project officers, in compliance with corporate procedures, timescales and financial regulations. 6. To work with and ensure due diligence regarding financial plans for capital financial performance provided by service finance, in managing, monitoring and reporting on financial performance; providing financial forecasts, including unit costing data and savings/efficiency analyses. 7. To work with and ensure due diligence regarding financial plans for revenue financial performance provided by service finance, in managing, monitoring and reporting on financial performance; providing financial forecasts, including unit costing data and savings/efficiency analyses. 8. Ensure the prompt closing of accounts, in accordance with statutory requirements, accounting standards and good practice. Prepare appropriate information to support the annual Statement of Account and audit. 9. Establish and quantify financial risks and pressures in current and future years and support the production of the Medium Term Financial Plan. 10. Undertake financial appraisals and reviews relating to new legislative and service initiatives, provide input to business case development, using financial modelling techniques where appropriate, and assess their impact on relevant services. 11. Contribute to the development of appropriate policies and procedures, ensuring that financial planning is developed and promoted in line with strategic developments, in order to maintain quality standards and best value. 12. To provide high quality customer relations for all services, and in particular support and direction to customers, including representing Financial Planning on relevant user groups. 13. To ensure accounting compliance with statutory accounting requirements, financial regulations, respond to queries from the Councilís internal and external auditors and undertake accounts related tasks . 14. To support senior staff with the preparation and monitoring of financial plans, establish and maintain links with Service Finance in order to facilitate the delivery of the financial plan. 15. To manage the Key Procedures documentation for Financial Planning and ensure that procedural documents, guidance notes, policy documents are developed and maintained promptly and accurately. 16. Contribute to the preparation of the annual business plan and achievement of targets related to this post.
